NON-CONUS Assignment: Contractors deploying overseas for 365 days "more or less" with the military, to the (Area of Responsibility (AOR), only - Iraq & Afghanistan).
- Contractors who are deploying overseas accompany the forces must have a Synchronized Pre-deployment & Operational Tracker (SPOT) "Letter of Authorization (LOA)" with the "Contractors Authorized to Accompany the Forces (CAAF)" checkbox selected in order to receive the appropriate condition in RAPIDS. Each contractor will need to have the LOA in their possession upon arrival to any CAC issuance facility. Failure to have the LOA will result in no issuance.
The SPOT is a single, joint enterprise system employed for the management, tracking, and visibility of contractors accompanying U.S. armed forces overseas. SPOT was designated by the Office of the Secretary of Defense (OSD) as the system of record in accordance with Department of Defense Instruction (DODI) 3020.41, "Contractor Personnel Authorized to Accompany the U.S. Armed Forces." It is integrated with the Joint Asset Management Movement System (JAMMS), a system that scans contractors' credentials. Data collected from JAMMS and SPOT allows verification of a person's identity and provides visibility into contractor assets and capabilities. Additionally, SPOT generates and digitally signs SPOT LOAs.
